RULERS
emperor ; Leader of the pack. Has control over everything that goes on. Is basically a dictator, and can command anyone - everyone respects him. [1] empress ; Leads at Emperor's side. She is not technically his mate, just the strongest female in the pack. If the Emperor has a mate, she will be placed in this spot, though. [1] heirs ; Heir to the throne and will take over the Emperor or Empress' spot when they die or step down. [∞]
CONSUL
magistrates ; Powers are nearly absolute. They work with the Quaestors to uphold things such as food, war, the army, families and other things. Work at the Emperor's side and have a say in most anything, though the Emperor can decline anything brought to attention. Oversee enforcement. [2] quaestors ; Are usually the younger of the two Consul. These are the ones that do the punishing of the two. The magistrates will tell them what to do and the Quaestors will run it out. [2]
NOBILITY
nobles ; Nobility is not simply bestowed upon an individual. It is gradually built up or torn down by a family. 'Three fathers' was the duration required to establish a man's noble status. The father, grandfather and great-grandfather had each to have exercised a higher magistracy. In other words, for a child to be noble, it was essential that he had been subject solely to the authority of relatives who were magistrates or Quaestors. Nobility are basically defenders of the pack and are often seen as Betas, though there can be many more than two. They can command any other dog besides Consul and have the ability to control a slave of their own. [∞] could-be ; Those that are subject to becoming Nobility. They have at least two of their recent fathers being Magistracy and are ready themselves to become Noblemen. If their father happens to tear down the built up Nobility status, they will be stripped from their rank and have to enter the Census in order to get any other form of rank, or try to become part of the Consul themselves. [∞]
THE CENSUS explaining the census: Every four seasons(1 IC year), each male citizen has to register for the census. In this he has to declare his family, wife, children, slaves and riches. Should he fail to do this, his possessions would be confiscated and he would be sold into slavery. Registration in the census is the only way that a Draknyrian can ensure that his identity and status as a citizen is recognized. Fathers register their sons, employers their freedmen. Primarily the census serves to count the number of citizens and to assess the potential military strength. Most important, the census transforms the city into a political and military community.
censors ; Incorruptible and noble-blooded men of substance who are appointed for their proven integrity and authority. They scrutinize each dog, taking notes on their abilities and such. If any discrepancy should take place in evaluation, the dogs will be down-graded within the ranks. Those of high rank will be the most carefully watched. Emperor will council with these dogs when the end of 4 seasons draw near and will assess the ranks with them, planning the new ranks. [2]
PATRONY
patrons ; The head of the families among the pack. Consisting of all males, they are held with high respect and are a somewhat high rank among the pack. The patron would aid his clients, representing their political interests through the office he held, or even defending them in the courts as their lawyer, should it be necessary. Each patron leads his own "clan" of clients and fides. [∞] fides ; Fides are the most loyal and trusted clients. They are once-upon-a-time clients and have succeeded in finding trust among the patrons. Higher ranked among the clients for showing a trustworthiness. [∞] clients ; Clients act as a kind of 'clan' to the patrons. They support him loyally in any venture, be it military or political. [∞]
TRIBUNE OF THE PLEBS
praetor ; Can veto anyone among the pack, except Nobility, Censors and Emperors. Take command of the military section in the pack and are somewhat seen as Commanders in war. They don't have to be especially skilled in fighting but are known for their integrity and intelligance. [1] aediles ; Plebeian Aediles are those that command the 'tribes' of Plebs. These tribes are led by one aedile each and each one has a certain duty to attend to, according to their skills. They are also those that assist the Quaestors when punishing comes to mind. [2] plebs ; The Plebs are split into two groups, each led by one Aedile. Sometimes they are seen as guards and the army, but are not. They are more normal citizens to the Empire just divided more evenly for better counting and control. [∞]
THE ARMY - The Army of the pack consists of all the trained and conformed dogs, fit for fighting. This tends to make up the bulk of the pack and there are usually never any females in the ranks. [∞]
ALLIANCES and SLAVES
slaves - Those not accepted into rank by the Census, or those that have done wrong to the pack such as abandoning, betraying or spying. Also for trespassers not looking to join or have come to fight. Regarded as mere chattels. [∞]

RULES
I. These rules are led by those above you. It is not a democracy, more so a dictatorship. The ranks above are based on Roman Culture, so that's what the pack will be based on as well. II. The Ranks are not so much in order from Highest to lowest, because the Praetors have nearly just as much rule as Nobles. III. This pack will not take traitors, violators of any rules, spies, or rapists. Be warned ahead of time. IV. When joining, if you are not accepted - DON'T COMPLAIN. I can't stress this enough. When someone PMs you saying "it's not fair", it gets rather annoying. V. This pack can be sexist, since that was how it was back in the Ancient Roman days. Thus, females are rarely seen the in Army and why there are Patrons, rather than Matriarchs. VI. Scimitar oversees all, and his word can veto any other dog's order, even the Consul. The Consul has control over most every dog - sometimes even the Emperess - except the Emperor. VII. Joining will be tough. This pack is viewed as an organized civilization in Scimitar's eyes and will be considered that amongst others. If your dog seems unruly, out of control or downright rude you will have a slimmer chance of joining. VIII. Education among the pack is done by the parents of the individuals. There will be no "school", for parents must assess their children on their own time if they feel the need that their children should be geniuses.
